na Internet pautou, nesta quinta-feira (2), o segundo encontro do
Ciclo de Conferências “CGI.br 20 anos – princípios para a
governança e uso da Internet”. Com a participação de Frank La Rue,
advogado e ex-relator especial da ONU para o direito à liberdade
de expressão e opinião, e do jornalista e escritor James Bamford,
conhecido pelo trabalho investigativo sobre órgãos de inteligência
dos EUA, especialmente a Agência de Segurança Nacional (NSA), o
debate foi inspirado no tema<a href="http://cgi.br/20anos/"

apresentação, o jornalista norte-americano James Bamford lembrou
que passou os últimos 30 anos escrevendo reportagens sobre a NSA,
"mais tempo do que qualquer outro ser humano". E informou que
ainda em 1975, o senador Frank Church já alertava que a NSA
ameaçava a privacidade dos cidadãos, quando a Internet nem existia
ainda. Hoje, é a maior agência de inteligência no mundo, com 100
prédios, e orçamento de US$ 10,8 bilhões por ano.</p>

detalhes sobre os procedimentos usados pela NSA, e revelados por
Edward Snowden, para coletar informações por meio de satélites e
cabos submarinos. "O Brasil foi inovador com a construção do cabo
submarino que vai de Fortaleza a Portugal. Essa é uma maneira de
evitar a espionagem da NSA, uma ótima ideia que outros países
devem adotar". Implantar<span class="Apple-converted-space"> </span><em

acordos secretos com empresas que desenvolvem criptografia também
são práticas de espionagem utilizadas pela agência e abordadas
pelo jornalista. “A NSA trabalha para mapear toda a Internet, de
qualquer dispositivo, em qualquer local, a qualquer momento”,

massiva de privacidade para os direitos humanos foi analisado na
sequência por Frank La Rue. Ele destacou que a espionagem tem
feito com que muitos líderes políticos busquem regular a Internet,
o que, em sua opinião, pode ter efeitos nocivos. E defendeu que a
Internet seja produto de um diálogo multissetorial, mantenha-se um
instrumento neutro, com a menor restrição possível para garantir a
liberdade de expressão.</p>

argumentos usados pelas agências de inteligência de que monitoram
apenas comunicações estrangeiras e de que coletam ‘metadados’, e
não o conteúdo. "Sem privacidade nas comunicações, não é possível
existir liberdade de expressão", afirmou. Ele elogiou o Brasil,
que institucionalizou o diálogo multissetorial com a criação do
Comitê Gestor da Internet e elaborou e aprovou a lei do Marco
Civil da Internet para garantir direitos na Internet.</p>
